A new affordable housing apartment complex officially opened Thursday in Tampa’s West River district, bringing 384 new affordable homes to the area.
Related Urban Development Group, the affordable housing arm of Miami-based real estate company Related Group, joined the Tampa Housing Authority Thursday to hold a ribbon cutting ceremony for Canopy at West River, a four-tower development broken into two developments, one at 1350 W. Chestnut St. and the other at 1101 West Main St. in West Tampa.
Tampa Mayor Jane Castor called the event a key milestone in the transformation of Tampa’s West River district. “Not only are we expanding access to high-quality affordable housing, but we’re also setting a new standard for what’s possible through public-private collaboration,” Castor says in a release.
Residents of Canopy at West River must earn between 22% and 80% of the area median income, with long-term affordability supported by a combination of project-based vouchers, rental assistance demonstration programs, National Housing Trust Fund financing and Low-Income Housing Tax Credits, the release says.
Construction began on the two-phase affordable housing development in February 2024 and includes four contemporary residential towers on a 44-acre site along North Delaware Avenue between West Chestnut and West Main Street. Phase 1, which consists of Towers 1 and 2, contains 196 units while Phase 2 adds 188 units across Towers 3 and 4.
Development funding for the Canopy at West River apartments totals roughly $63 million, with money coming from the Housing Finance Authority of Hillsborough County, Bank of America, Cedar Rapids Bank, Trust Co., Florida Housing Finance Corp. and Fifth Third Bank.

“As the West River master plan continues to take shape in West Tampa, each new phase plays an important role in strengthening the neighborhood and supporting long-term community growth,” Alberto Milo Jr., president of Related Urban Development Group, says in the release.
The community offers a mix of apartments offering one to four bedrooms, all designed with efficient layouts and modern finishes, according to the release. All apartments feature open floor plans with vinyl tile flooring, granite countertops, stainless steel appliances, high-quality wood cabinetry, in-unit washers and dryers and, in some homes, private balconies.
Residents also have access to a variety of amenities including a community room with kitchenette, game room with television, business center with computer and internet access and a fully-equipped fitness center. The community is outfitted with secured, access-controlled building entry, smart home technology with keyless access and even includes electric vehicle charging stations within its parking garage. In the future, Canopy at West River will also offer residents an NFL Alumni Obstacle Course, according to the release.
The project is part of the broader West River Redevelopment, a public-private partnership between Related Urban and the Tampa Housing Authority that aims to replace aging public housing with a multi-generational, mixed-income community. Completing the Canopy at West River was No. 10 of 15 phases in the area’s 150-acre master plan which, at full completion, will bring approximately 2,188 residences to the area — a mix of income-restricted and market-rate homes.
That plan also includes roughly 160,000 square feet of retail and office space, new parks and myriad community amenities. Residents who lived in the area before the City of Tampa’s InVision Tampa initiative began redevelopment will receive priority leasing, the release says.
