Manatee County-based Hartwell Capitol Consulting, a business and technology firm, plans to open an office in November in Dubai.

Rob Hartwell, a Palmetto resident and President of HCC, will partner with Dr. Naeem Niazi, a U.S. citizen and former Pakistani Army Captain, to run the Dubai office, according to a statement. That includes business development efforts in the Far East, Middle East and Africa, the release adds.

“Our expansion with major projects abroad requires us to have a professionally run office with an experienced operative linking Asia, the Middle East and Africa,” Hartwell says in the statement. “I'm delighted to partner with Dr. Niazi to center our efforts in Dubai and look forward to expanding our global presence.”

Niazi is based in Islamabad, Pakistan and Dubai, and is a medical doctor and entrepreneur, the release states. He is President of GN Foods and has opened Wellspring Industry frozen yogurt franchises across Asia and the Middle East. He also represents global companies doing business in Pakistan, including Nestle, the release states.

Hartwell Capitol Consulting currently has several multimillion-dollar projects planned or underway worldwide, including:
• A diesel to natural gas off-grid 42 megawatt power plant in China;
• An off-grid nuclear power and flare gas conversion to power in Nigeria;
• Construction and infrastructure projects in Pakistan;
• A municipal waste to clean energy plant in Poland;
• Power and water metering and construction projects in the United Arab Emirates; and
• A 200 megawatt solar power plant in Tanzania.
